إِنَّ ٱلَّذِينَ حَقَّتۡ عَلَيۡهِمۡ كَلِمَتُ رَبِّكَ لَا يُؤۡمِنُونَ
Indeed, those upon whom the decree of Allah is passed will not believe[64],
[64] i.e., those who persist in disbelief.
